  • 摘要: 在发挥煤炭能源安全供给兜底作用的同时,实现煤炭资源绿色安全开采、清洁低碳利用,是关乎国家能源安全和发展全局的重要命题。分析了国际发展环境变化对我国利用国际市场油气资源的影响,研究了建设社会主义现代化强国对能源供给的刚性需求,立足于现阶段我国煤为主体的能源开发利用现状,遵循建设人与自然和谐现代化的根本要求,提出了在实现“双碳”目标进程中,煤炭工业绿色低碳发展方向及路径。① 我国油气资源对外依存度分别超过70%和40%,油气战略储备不足,在国际形势深刻变化的背景下,利用国际市场油气资源的不确定性增加,国家能源安全外部风险有所增加。② 建设社会主义现代化强国必然带动能源需求刚性增长,在新能源目前难以安全有效替代化石能源的情况下,化石能源的主体能源地位短期内难以改变。③ 对标“双碳”目标,“达峰前”煤炭消费占比呈现持续下降态势,消费总量将迎来拐点。而“达峰后”煤炭主体能源地位将弱化,但战略性矿产资源和煤基原料作用会进一步凸显。④ 在“双碳”目标驱动下,煤为主体的基本国情决定了煤炭将继续承担能源安全供给兜底的重大使命,进一步发挥战略性矿产资源的原料作用。但煤炭的高碳资源属性决定了煤炭开发利用将面临保供和减碳的双重压力。因此,科学服务经济社会高质量发展对能源安全保供和绿色低碳的重大需求,必须立足现阶段我国煤为主体、新能源为补充的能源生产和供给特点,以实现生态文明建设新进步为根本遵循,加大煤炭减损开采与生态碳汇、深部煤层与煤炭采空区CO2地质封存和煤矿区新能源协同开发利用关键技术攻关力度,用技术创新支撑“双碳”目标下我国煤炭工业高质量发展。

     

    Abstract: While giving full play to the role of coal energy security supply, it is an important proposition related to national energy security and overall development to realize green and safe mining and clean and low-carbon utilization of coal resources. This paper analyzes the influence of changes in the international development environment on the China’s utilization of oil and gas resources in the international market, and studies the rigid demand for energy supply in China. Based on the current situation of energy development and utilization with coal as the main energy source in China and following the fundamental requirements of building a harmonious modernization between man and nature, this paper puts forward the green and low-carbon development direction and path of coal industry in the process of realizing the goal of “dual carbon”. ① China’s external dependence on oil and gas resources exceeds 70% and 40% respectively, and its strategic reserves are insufficient. Under the background of profound changes in the international situation, the uncertainty of using oil and gas resources in the international market increases, and the external risks of national energy security have increased. ② Building a modern country will inevitably lead to the rigid growth of energy demand. At present, it is difficult for new energy sources to replace fossil energy safely and effectively, and the main energy position of fossil energy will be difficult to change in the short term. ③ Comparing with the “dual carbon” goal, the proportion of coal consumption before the peak shows a continuous downward trend, and the total consumption will usher in an inflection point. After the peak, the main energy position of coal will be weakened, but the role of strategic mineral resources and coal-based raw materials will be further highlighted. ④ Driven by the goal of “dual carbon”, the basic national conditions with coal as the main energy source determine that coal will continue to undertake the important mission of energy security supply and further play the role of strategic mineral resource as raw material. However, the high carbon resource attribute of coal determines that the development and utilization of coal will face the dual pressures of ensuring supply and reducing carbon emissions. Therefore, in order to serve the high-quality economic and social development, which requires security and green and low-carbon energy supply, it must be based on the current characteristics of energy production and supply with coal as the main energy source and new energy as the supplement at this stage, and take the new progress of ecological civilization construction as the fundamental principle. The research on the key technologies should be enhanced such as the technologies of coal mining and ecological carbon sink, CO2 geological storage in deep coal seams and coal mined-out areas, and collaborative development and utilization of new energy in coal mining areas, which will support the high-quality development of the China's coal industry with technological innovation under the goal of “dual carbon”.
