煤炭开发利用产业碳足迹计算方法及减排措施综述

Summary of carbon footprint calculation methods and emission reduction measures for coal exploitation and utilization

  • 摘要: 气候变化是人类面临的全球性问题。控制煤炭开发利用产业碳排放是实现我国碳中和目标的关键。煤炭是我国的主要化石能源,煤炭开发和利用造成的人类生存环境污染不可忽视,降低碳排放是必然趋势。明确碳足迹及其分析计算方法是减排的先决条件。在对碳足迹计算方法分析的基础上,总结目前比较普及的碳足迹核算方法,详细归纳计算方法的优劣势与适用层面和在煤炭开发利用产业的适用性,并分别列举出现阶段我国煤炭开发和利用产业的减排措施。其结论如下:①基于投入产出表的投入产出法更适用于国家、省市等宏观层面的碳排放计算;过程分析法与排放因子法适用于行业、单一生产过程等微观层面;质量平衡法同时适用于宏观、微观层面。②煤炭开发和利用产业碳排放主要分布于生产环节,生产工艺和燃料种类选择对碳排放量计算结果影响巨大;运输环节等间接排放方式占比虽小,但不能忽视;核算边界的确定缺乏统一标准,主观因素可导致结果存在差异。③基于我国现状,在大力发展洁净煤、CCUS等技术的同时,推动煤炭高效清洁燃烧利用和煤层气抽采利用等减排措施发展是我国煤炭开发利用产业达成低碳愿景的关键。④须正视当下煤炭开发利用产业减排措施的优势和不足,从产业结构等政策角度和生产工艺等技术角度找到相应的减排措施并进一步完善和实施。

     

    Abstract: Climate change is a global problem facing mankind. Controlling carbon emissions from coal exploitation and utilization is a key to achieve carbon neutrality in China. Coal is a main fossil energy source in China. The pollution of human living environment caused by coal development and utilization cannot be ignored,and reducing carbon emission is an inevitable trend. A clear carbon footprint and its analysis and calculation method is a prerequisite for reducing emissions. Based on the analysis of carbon footprint calculation methods,this paper summarizes the current popular carbon footprint calculation methods,the advantages and disadvantages of the calculation methods and the applicability to the coal development and utilization in detail,and lists the emission reduction measures of China's coal development and utilization in the emergence stage. The conclusions are as follows:① The input-output method based on input-output table is more suitable for carbon emission calculation at national,provincial and other macro levels. Process analysis method and emission factor method are applicable to micro level of industry and single production process. The mass balance method can be used at macro and micro levels. ② The carbon emission of coal development and utilization industry is mainly distributed in the production process,and the selection of production process and fuel type has a great influence on the calculation result of carbon emission. Although indirect emission methods such as transportation link account for a small proportion,they cannot be ignored. The determination of accounting boundary is lack of unified standards,subjective factors may lead to differences in results. ③ Based on the current situation of China,while vigorously developing clean coal and CCUS technologies,promoting the development of emission reduction measures such as efficient clean combustion and utilization of coal and coal-bed methane extraction and utilization is the key to realizing the low-carbon vision of China's coal development and utilization industry. ④ It is necessary to face up to the advantages and disadvantages of current emission reduction measures of coal development and utilization,and find some corresponding emission reduction measures from the policy perspective of industrial structure and production process and other technical perspectives,and further improve and implement them.
